It sounds to me that the Master Power Supply is bad. Try replacing it and your system should work fine.

I have the same problem. I need the service key administrator for my atl HDI 3000 ( name-password) to change my config.
Did you found these onformations?

What you want to do is press "superkey and the sixth button from left to right on the top of the lower UI" at the same time. This will bring you into a new screen that can tell you what the problem is with the system. If you hit the two buttons again at the same time it should take you out of this screen and back into the imaging screen. We have all parts for the HDI series systems if anything needs to be replaced.
